Gilbert L. Hamberg is an experienced bankruptcy and utilities regulatory attorney — in practice since 1977.  He is uniquely qualified to represent public utilities and other creditors in complex corporate bankruptcy cases and to represent utilities or customers in complex rate cases.

He started his legal career as a law student/law clerk for a U.S. Bankruptcy Judge.  Then he was a rates attorney with the PA Public Utility Commission (“PUC”), where he litigated gas, electric, water, wastewater, and telephone rate cases on the trial and appellate levels.  Later, he worked for national companies and  major law firms, primarily handling bankruptcy and utility matters for public utilities.

Since 1993, Gil has been a solo practitioner representing U.S. electric, gas, telephone, and other utilities in bankruptcy cases.  He speaks nationally at utility forums about how to protect utilities and to reduce their financial risks — before, when, and after their customers file for bankruptcy.  He has written articles addressing bankruptcy and utility issues.

Gil’s bankruptcy work for utilities has included:  Section 366 relief; preference defense; stay relief; fraudulent conveyance defense; proofs of claim and claims objections; executory contract disputes; analysis of disclosure statements and plans of reorganization; environmental disputes; negotiation of terms and conditions; tariff terms; and other.

Gil’s style of practice is to avoid costly litigation by asserting reasoned and well-supported arguments, which invariably result in favorable settlements.  He blends his regulatory and bankruptcy experiences to achieve positive results for his clients.
